31st August regarding the appointment

of a Commission in Hong Kong to

investigate the trade position of the

Colony and to make recommendations.

2. I shall await with interest

the Commission's report, and I request

that I may be consulted on the

recommendations which the Committee may,

in due course, see fit to offer before

any action is taken by the Government

of Hong Kong.
